SITE VISITS: CODE OF PRACTICE
1. Site visits may be carried out following any one of the following:
a) a resolution of the Development Control Committee
b) a request by any Member of the Council
c) a request by an applicant; and
d) a written representation
2. Where a site visit is requested as part of a written representation, the application site and the property from which the representation has been received are visited, unless the person making the representation does not wish for his/her property to be visited.
3. On an official site visit, Members do not enter the application site or any adjoining site individually. The site is only visited as part of a group. This ensures that all Members are presented with the same information at the same time.
4. On the site visit, the plans and any written representations should be made available for Members consultation. The applicant, applicant’s agent(s), neighbours or objectors should not address Members of the Committee directly. It is not encumbent on an applicant to justify his/her planning application and whilst a person making representations may have detailed points which they may wish to make, it might be difficult for them to be countered by an applicant.
5. If any applicant or neighbour wishes to make representations, these must always be in writing and made available at the Committee Meeting.
6. Applicants and neighbours should be notified in advance of the time and date of the site visit and the procedures that will be followed.
7. Decisions relating to the determination of an application where a site meeting takes place shall be taken at the Committee Meeting and not at the site visit.
