Information for Potential Complainants
Changes to the Complaints Regime
As from 8 May 2008, the responsibility for considering a written complaint against an Elected or Co-opted Member of the Council for a breach of the Code of Conduct for Members has been delegated to the Council's Standards Committee.
Prior to this date, complaints were made to a national body called the Standards Board for England. This body still exists but its role is now more one of monitoring the work of the Standards Committees.

What it means to you
From the above date, for any complaint about the conduct of an Elected or Co-opted Member of the Council, you must submit your complaint to the Council's Monitoring Officer at the address below.
Your complaint will then be considered by an assessment sub – committee, who will make a decision on what, if any, action is to be taken. In some circumstances, a serious complaint may be referred by the Standards Committee to the Standards Board for England for investigation.
The Assessment sub - committee will only deal with complaints about the behaviour of the Councillors and not complaints about the Councils' Services or employees, which should be directed to the Customer Service Centre.
Should I complain?
Examples of a breach of the Code of Conduct are bullying, failure to respect others, misuse of Council resources, failure to disclose a personal or prejudicial interest in a matter.
If you wish to make a complaint against an Elected or Co-opted Member of the Council, you must put this in writing, addressed to the Monitoring Officer, and provide relevant evidence to substantiate your allegation.
You should only make a complaint against a Councillor if you are sure that he or she has breached the Code of Conduct. If you are unsure of any aspect of the procedure, please talk to, or raise the matter with, the Council's Monitoring Officer on 0116 257 2602.
