Summary
This page contains information on Temporary Event Notices (TENs).
A TEN authorises an individual to hold small-scale events that include licensable activities (such as selling alcohol or staging regulated entertainment). These events may take place either indoors or outdoors.
Notice
The law states that a minimum of 10 days' notice must be given. The less notice the
organisers give, the greater the likelihood of the police objecting. If the police issue an objection notice, we must hold a hearing to consider the notice at least 24 hours before the event.
Advice
Organisers of temporary events are strongly advised to contact our licensing officers and the police for advice at the earliest opportunity. Advice can be obtained to avoid any unnecessary objections that may arise from misunderstandings or confusion as to what is being proposed.
Limitations
The limitations are as follows:-

premises or a piece of land can only have 12 TENs in a calendar year;

the maximum length of the event must not exceed 96 hours - however, the total duration must not exceed 15 days in a calendar year, for example, it is not possible to have 12 temporary events, each of which run for 96 hours;

a Personal Licence holder may hold up to 50 TENs a year;

someone who does not hold a Personal Licence may hold up to five TENs a year;

the maximum number of people who can attend a temporary event is 499;

a TEN is void unless there is a minimum of 24 hours between events notified by the premises user in respect of those premises.
If the above criteria cannot be met, a Premises Licence will be required.
Applications
The relevant fee must accompany the notice. This is currently £21. Applicants must be aged 18 years or over.
Police objections
The police may object to the event if they feel it will undermine the objective of preventing crime and disorder. The police will give us and the premises user an objection notice. This must be no later than 48 hours after receipt of the notice. The police,with the agreement of the premises user can modify the TEN.
Police closures
The police have the power to close down events with no notice on the grounds of disorder, the likelihood of disorder or because of public nuisance caused by noise from the premises.
Planning law
The grant of a TEN does not relieve the premises user from any planning requirements.
Children
Under the Licensing Act 2003, it will be unlawful to allow any unaccompanied child under 16 years old to be present on premises where the TEN is exclusively or primarily used for supply and consumption of alcohol. It will also be unlawful to permit children under 16 years old, unaccompanied by an adult, between midnight and 5:00 a.m., into any premises operating under a TEN supplying alcohol for consumption.
Type of events
Organisers of events may need to apply for a TEN if they are planning a:-

wedding reception,

birthday party, anniversary party, retirement party,
-
charity event (only for the purpose of profit),
-
fête (only for the purpose of profit),
-
wine and wisdom evening,
-
festival (only for the purpose of profit).
This list is not exhaustive but shows some examples of types of event that need a TEN. If an extension of hours of operation is needed for a particular event, a TEN must also be applied for.
Applying for a TEN
The council will require the following:-

a completed form at least 10 working days prior to the event with the following details:-

the licensable activities that will take place;
-
the period during which it is proposed to use the premises for those activities;

the times during the event when licensable activities are to take place;
-
the maximum number of persons to be allowed on the premises at any one time;

if the supply of alcohol is involved, whether the supplies will be for consumption on or off the premises or both;

where the licensable activities include the supply of alcohol, confirmation that all supplies will be made by or under the authority of the premises user;

the relevant fee.
The organiser must also send a copy to the police at least 10 working days prior to the day of the event.
