Preferred Options (Reg 18B) Draft Local Plan

Period of public consultation from 12pm on Wednesday 3 April to 12pm on Wednesday 15 May 2024.

The borough council is undertaking a public consultation on the emerging New Local Plan. It seeks to cover the period up to the year 2041 and will plan for new development within the borough between now and then.

The draft Plan sets out a Vision, Spatial Objectives and Policies to guide future development in the borough.

Please note: this version of the draft plan does not contain any site allocations, but it does contain a list of all sites that have been submitted as Site Options to date.

The next round of public consultation is due to take place in spring 2025 on the Pre-Submission Draft Local Plan (Reg 19) and it will be that document that will contain information on proposed site allocations and associated Policies.

This draft Plan (known as a Regulation 18B consultation) is supported by a Sustainability Appraisal / Strategic Environmental Appraisal (SA/SEA) and a Habitats Regulation Assessment (HRA).

The draft Plan and the accompanying documents are being consulted on for a six-week period between 12pm on Wednesday 3 April to 12pm on Wednesday 15 May 2024.

This stage of the preparation process (Regulation 18B) is very much focused on setting out the Council's Preferred Options for Policy objectives over the next Plan period, and how the New Local Plan will respond to the issues and challenges that were raised under the previous consultation stage.

Drop-in Sessions

We are holding seven public drop-in sessions during the course of the consultation period. These will provide an opportunity for local residents and businesses to discuss the consultation with the Planning Policy Team across a range of locations, on various days and times of the week to capture the views of the local community.

Responding to the consultation

Please download and complete the Consultation Submission Form and attach any relevant supporting evidence. We would encourage respondents to please use a new Submission Form for every separate matter, such as Policy, Paragraph or Site Option.

Please remember to include the chapter, policy and paragraph your comments relate to on each Submission Form to ensure that the council’s Planning Policy Team can accurately review and take account of your comments as part of this process.

All comments will help us develop and work towards a final version of the New Local Plan. There will be further consultation before the final version is submitted to the Planning Inspectorate. This is due to take place in Spring 2025. Further details regarding the delivery timetable are set out within the council’s Local Development Scheme (Spring 2024).

Until the New Local Plan has been through each stage of public consultation, as per the Council’s up to date Local Development Scheme, and formally adopted by the Council, the current adopted Local Plan is still up-to-date.
