27 March 2012 National Planning Policy Framework is published
30 March 2012

The Inspector published a note informing participants of the date for making any representations on the National Planning Policy Framework, as it relates to the Oadby and Wigston Town Centres Area Action Plan.

This Guidance Note is document S2 in the Document Library.

3 April 2012 The Council published a proposed revision to the Oadby Masterplan (Appendix 1 in the Area Action Plan). See document Q3 in the Document Library. Also see documents Q1 and Q2 for more updates on car parking from the Council.
13 April 2012 The Inspector amended the agenda for the Pre Hearing Meeting (PHM) on 24 April 2012. The up to date agenda is available as Appendix A of the Inspector's Guidance note, document S1
18 April 2012 The Inspector has invited any comments from representatives on National Planning Policy Framework - Presumption in favour of sustainable development, a model policy which if included in Development Plan Documents such as the Oadby and Wigston Town Centres Area Action Plan, can outline how the presumption in favour of sustainable development should be applied locally. The deadline for comments is 11 May 2012.
23 April 2012 The Council published five 'situation updates' for the Area Action Plan Examination. These were requested by the Inspector in his Guidance Note. The situation updates are documents Q4a, Q4b, Q4c, Q4d and Q4e
24 April 2012 The Pre Hearing Meeting took place, beginning at 10:00 a.m. at the Council Offices. View the Minutes from the Pre Hearing Meeting.
1 May 2012 The Programme for the Hearing sessions was published.
4 May 2012 Statements from representatives submitted. These are available to view in section 'R' of the Document Library.
14 May 2012 Statements from Oadby and Wigston Borough Council submitted. These are available to view in section Q5 of the Document Library.
25 May 2012 The Council have produced a Revised Statement for Matter 5. This is in response to typing errors which were discovered in the published AAP which affects figures for the total number of primary frontage units in Oadby, mentioned within this statement.
1 June 2012 The Inspector published a revised List of key matters and issues (Appendix C of the Guidance Note), in advance of the Hearing sessions which expands on the original issues and provides a commentary for each of the points.
6 June 2012 The Council have published a Delivery Strategies Update Paper and Project Valuation Papers for Oadby and Wigston.

Q. Oadby and Wigston Borough Council Examination Documents

The following documents were produced by Oadby and Wigston Borough Council following the submission of the Oadby and Wigston Town Centres Area Action Plan to the Secretary of State on 5 March 2012. The issues outlined in them will be considered by the Inspector as part of the Area Action Plan Examination.
Q1 Oadby Forum briefing note 9 March 2012 This was produced for the Oadby Forum meeting on 9 March 2012. It updates members of the public on car parking issues in Oadby and specifically puts forward the proposal for a 'shared use' public square on East Street after the agreement by Councillors that there should be no loss of public car parking spaces in Oadby. This amendment to the Area Action Plan will be considered as part of the examination.

Q2 Car parking in Oadby - Update 23 March 2012 This gives more specific details of the proposed revised car parking arrangements in Oadby, giving details of the number of car parking spaces currently existing in Oadby, the number in the published Area Action Plan and the number of spaces which would be provided as a result of the suggested change (incorporating a 'shared use' public square).

U6a Sandhurst Street Car Park Site Sections 5 July 2012

The Council has drawn up potential options for the proposed decked car park on Sandhurst Street. The two potential options illustrated on the attached Section drawing show that by either sinking the car park lower which decreases the overall height of the structure that protrudes out of the ground or by increasing the height of the parapet to 1.8 metres, any potential detrimental overlooking or privacy concerns can be overcome. The two potential options shown on the Section drawings are not the only possible solutions, it is conceivable that a combination of the two could be used; however such level of detail would be established through the planning application process.

The purpose of the Examination

The purpose of the examination of a development plan document (DPD) is to consider whether the DPD meets the requirements of the relevant legislation and is 'sound'. Soundness is tested by considering whether the DPD is justified, effective and consistent with national policy. As part of that process the inspector (appointed by the Secretary of State) will consider representations made on the soundness of the of the DPD by interested parties such as local residents and developers. At the end of the examination the inspector will issue a report to the local planning authority (LPA). The report will contain recommendations relating to any changes that need to be made to the DPD, to ensure it is sound, before being formally adopted. The recommendations will be binding if the LPA chooses to adopt the DPD that has been examined.

The Inspector

Inspector Mike Fox BA(Hons) DIPTP MRTPI was appointed to conduct the examination to determine whether the Oadby and Wigston Town Centres Area Action Plan Development Plan Document is sound. The criteria for soundness are whether the core strategies policies are justified, effective and consistent with national policy.
